Take Electrocute, max E, use minions to block Lux's Q then trade. Alternatively, take First Strike and Doran's Blade to get extra gold from her Q poke. Rush Ionian Boots of Lucidity for movespeed to dodge and farm. Protobelt greatly improves survivability; consider core. For max damage, prioritize Horizon Focus and Void Staff, then CD boots. Mejai's can be built after Void Staff.

How a strong Lux player plays

    E poke

    Lux will walk up to poke with E and autos, taking half your HP at level 1. Keep distance.

    Q control

    Lux will exploit your aggression after you burn Flash, intentionally not backing off to bait you into trading, then counter.
